My dear friends, the MPs of Uganda, I consider it my responsibility to let you know my thoughts on the Anti Homosexuality Bill 2009 which is before you for consideration. 

I am aware that our development partners have threatened to cut off aid if Parliament passes the bill in its present form. I also concur with those who point out that there are many abominable sexual practices and moral injustices plaguing our nation.

It’s not my intention, therefore, to single out homosexuality as the only moral problem this country is wrestling with but, rather, to remind you and the public about the particular dangers homosexuality poses to our society.

Although the Bill in its present form appears to be overzealous and prescribes extreme punitive measures, effective and enforceable laws are necessary to preserve our society. If the vice of homosexuality remains unchecked, it can easily destroy the Ugandan society in the following ways:

It could destroy the basic unit of our society. The traditional family unit (two opposite sex parents) is the foundation of any society. Two parents of the opposite sex promote a healthy emotional, social and psychological environment conducive for the development of a child.
Studies have shown that girls raised in father-absent homes are likely to be more promiscuous and marry abusive husbands than those with fathers.

Boys tend to get more into trouble with the law than those with fathers. Reuters News on August 20, 1998 reported the results of a study by Cynthia Harper of the University of Pennsylvania and Sara S. McLanahan of Princeton University:

“Young men who grow up in homes without fathers are twice as likely to end up in jail as those who come from traditional two-parent families...those boys whose fathers were absent from the household had double the odds of being incarcerated — even when other factors such as race, income, parent education and urban residence were held constant.”

Traditional families of two opposite sex parents must be encouraged and jealously guarded. In addition, unless there is proper legislation in place, children will remain vulnerable and exposed to sexual predators (whether homosexuals, lesbians, pedophiles or heterosexuals). This could compromise Uganda’s future.

It will unleash unprecedented levels of immorality. Our society is being pressured by external influences to accept or tolerate any forms of sexual relationships between two “consenting adults.” The argument is that government cannot and should not “police” the bedroom. If the bedroom is “a no-go area” and therefore anything is permissible we are opening a “can of worms” that will drive us to unprecedented levels of depravity.
If whatever happens in the bedroom is permissible, then men may as well have sex with “consenting” pigs, goats or sheep and women can sleep with their “consenting” pet dogs. If consenting is the issue, it gets worse; brothers marrying sisters and mothers marrying sons or fathers marrying daughters!

The cesspool of degeneration is bottomless. Sooner rather than later, these “minority” groups will come knocking at the door of Parliament asking for equal rights; the movement for bestiality; the movement for incest; the movement for cannibalism etc….and this is no laughing matter, neither is it a scare tactic.

When you open the door for one of these “minority” groups you will be forced to keep it open for the others. Friends, my humble view is that we must have moral absolutes if we are to remain an orderly, healthy, sane and peaceful society. Without moral absolutes, our society will self-destruct.

It is abnormal and unhealthy. It is a matter of fact that a natural application of the genitals does not include anal sex. Medical science confirms that anal sex is a dangerous and unhealthy form of sexual contact, as the anal cavity was not intended for that kind of use. Because of the higher risk of tear and bleeding, the risk of contracting disease is consequently much higher.
Homosexuality is an abnormality. The scriptures state, “He made them male and female. In the image of God did He create them.” God did not create quasi-males or quasi-females. He made them to be either male or female.

Even if there were a predisposition to a given behaviour, this should not mean that one should have a licence to practise that behaviour. Predispositions to alcoholism, drugs or being a night-dancer (omusezi) are not a licence to continue in an unnatural and harmful behaviour.

I end my case by pleading with the august house not to bow to external influence but promulgate laws that will preserve our country.
